Mengukur Tingkat Pemanfaatan FTA Yang Telah Dilakukan Indonesia : Studi Kasus Dengan Menggunakan FTA Preference Indicator

Hingga saat ini, Indonesia telah melakukan enam perjanjian perdagangan bebas dalam kerangka ASEAN. Disamping kuantitasnya, hal lain yang perlu menjadi perhatian adalah kualitas pemanfaatan fasilitas yang ada pada FTA itu sendiri. Oleh karena itu, tujuan penelitian ini adalah untuk mengetahui sejauh mana tingkat pemanfaatan fasilitas FTA tersebut (utilization rate) dari sisi impor atas seluruh FTA yang telah ditandatangani oleh Indonesia, kecuali AANZFTA dan AJCEP. Penelitian dilakukan dengan menggunakan metode evaluasi ekonomi ex-post. Metode kuantitatif digunakan untuk tujuan tersebut adalah FTA Preferential Indicators. Hasil perhitungan dengan menggunakan FTA Preferential Indicators menunjukkan bahwa utilization rate (tingkat daya tarik rezim preferensial relatif terhadap tarif MFN) secara umum masih rendah.References
