The global climate crisis is closely linked to water, causing increasing variability in the water cycle, dwindling resources, and rising CO2 emissions due to inadequate water and sanitation infrastructure. Many challenges must be addressed, including improving policies and regulations, adequate project preparation, availability of long-term financing with appropriate risk tolerance, and affordability.
The Scaling Resilient Water Infrastructure (RWI) Facility is a programmatic intervention designed to leverage the strength of the World Bank Group (including the International Finance Corporation, the International Bank for Reconstruction and Development, and the Multilateral Investment Guarantee Agency) to address the aforementioned challenges. The RWI Facility has two components: (1) the PPP Structuring Facility, which focuses on covering the PPP transaction costs incurred by IFC, including costs related to project preparation; and (2) the USD 250 million Concessional Financing Facility, which allows eligible projects under this program to receive concessional co-investment alongside IFC investments itself.
