No Objection Letter Procedure

Concept Note (CN) dapat disampaikan oleh Entitas Terakreditasi. CN disampaikan oleh Entitas Terakreditasi kepada NDA GCF untuk memperoleh rekomendasi. Apabila Pemohon bukan merupakan Entitas Terakreditasi, penyampaian CN dapat dilakukan melalui Entitas Terakreditasi kepada NDA GCF. Selain itu, CN dapat pula disampaikan melalui skema Call For Project Concept Note (PCN) yang dijelaskan pada bagian Call For Project Concept Note.

The procedure for CN submission by an Accredited Entity is as follows:

1. Entitas Terakreditasi menyampaikan CN dan dokumen pendukungnya kepada Sekretariat NDA GCF dalam bentuk elektronik melalui surat elektronik (surel/e-mail) ke alamat ndagcf-indonesia@kemenkeu.go.id dan/atau dalam bentuk cetak ke Sekretariat NDA GCF di Badan Kebijakan Fiskal, PKPPIM, Jl. Dr. Wahidin No. 1, Gd. RM Notohamiprodjo Lantai 5, Jakarta Pusat dan/atau mengunggahnya melalui situs web NDA GCF Indonesia.
2. Documents that need to be submitted by the Accredited Entity as administrative requirements are as follows:
   1. Formulir brief summary program/proyek GCF (lihat Template 1)
   2. Concept Note sesuai dengan format versi terkini yang diterbitkan oleh Sekretariat GCF.
3. Accredited Entity will receive an e-mail from the NDA GCF Secretariat regarding confirmation of administrative requirements completeness as referred to in the previous point by no later than 2 working days after the document is received by the NDA GCF Secretariat.
4. If the documents submitted are complete and meet all administrative requirements, the NDA GCF Secretariat will review the proposed program/project, if necessary by inviting relevant ministries/institutions.
5. The NDA GCF Secretariat will submit a Recommendation Letter containing the results of the review accompanied by input and/or proposed improvements to the Accredited Entity no later than 17 working days after the CN has been declared administratively complete.

Flowchart of the Recommendation Letter issuance process is as follows:

• The NDA GCF Secretariat will issue a Recommendation Letter to the Accredited Entity that has completed the CN according to GCF standards.
• Surat Rekomendasi dari Sekretariat NDA GCF memberikan rekomendasi tindak lanjut dari NDA GCF kepada pihak Pemohon, di mana rekomendasi tindak lanjut dapat berupa penyusunan PPF, penyusunan FP, ataupun perbaikan substansi CN. Prosedur pengajuan PPF dapat dilihat pada bagian Project Preparation Facility, sedangkan prosedur pengajuan FP dapat dilihat pada bagian Funding Proposal.

NDA GCF dapat mengumumkan Call For Project Concept Note (PCN) kepada publik melalui media massa, situs web BKF dan Kemenkeu, serta media sosial lainnya sekurang-kurangnya satu kali dalam setahun. Melalui prosedur ini, selain oleh Entitas Terakreditasi, CN juga dapat diusulkan oleh entitas yang tidak/belum terakreditasi, seperti swasta, Kementerian/Lembaga atau pemangku kepentingan lainnya (“Pemohon”) kepada NDA GCF untuk memperoleh Surat Rekomendasi.

Tujuan dilaksanakannya Call for PCN adalah:

• To expand and optimize GCF funding opportunities in Indonesia.
• To provide technical assistance to improve the quality of the basic concepts of the project which could potentially be funded by the GCF.
• To facilitate project Applicants who have not been accredited to be able to partner with an Accredited Entity so that they can send CN projects to the GCF.

The procedure for proposing a CN via Call for PCN is as follows:

1. Pemohon menyampaikan CN dan dokumen pendukungnya kepada Sekretariat NDA GCF dalam bentuk elektronik melalui surat elektronik (e-mail) ke alamat ndagcf-indonesia@kemenkeu.go.id dan/atau dalam bentuk cetak ke Sekretariat NDA GCF di Badan Kebijakan Fiskal, PKPPIM, Jl. Dr. Wahidin No. 1, Gd. RM Notohamiprodjo Lantai 5, Jakarta Pusat.
2. Documents that need to be submitted by the Applicant as an administrative requirement are as follows:
   1. Surat pengantar pengiriman CN (lihat Template 2)
   2. Profil organisasi pengirim (lihat Template 3)
   3. Concept Note sesuai dengan template versi terkini yang diterbitkan oleh Sekretariat NDA GCF (lihat Template 4).
3. Untuk semua CN yang diterima, Sekretariat NDA GCF akan menunjuk tim ahli independen untuk melakukan proses seleksi yang terdiri dari dua tahap. Tahap pertama adalah seleksi berdasarkan kriteria organisasi Pemohon, kesesuaian proyek yang diusulkan dengan Indonesia Country Programme untuk GCF, dan 6 (enam) kriteria investasi dari GCF. Sedangkan tahap kedua adalah seleksi terhadap CN sesuai dengan format yang ditetapkan oleh Sekretariat NDA GCF.
4. The first stage selection takes no later than 15 days from CN acceptance by the NDA GCF Secretariat, while the second stage selection takes no later than 15 days after the first phase is completed or 30 days after the CN is received by the NDA GCF Secretariat.
5. The NDA GCF Secretariat will announce the selection results to the applicant, both for the CN who passed and the CN that did not pass the first and second stages of the selection.
6. CN who passed the selection will get technical assistance from the NDA GCF Secretariat.
7. If the applicant who passed has not got an Accredited Entity partner, the NDA GCF Secretariat will assist the Applicant to get an Accredited Entity partner.
8. The next stage is the writing of a complete CN in accordance with GCF standards by following the CN delivery procedure as described above.

Project Preparation Facility (PPF) atau Fasilitas Penyiapan Proyek hanya dapat disampaikan oleh Entitas Terakreditasi kepada NDA GCF untuk memperoleh Surat Pernyataan Tidak Berkeberatan/No-Objection Letter (NOL).

The procedure for a PPF submission is as follows:

1. Entitas Terakreditasi menyampaikan proposal PPF dan dokumen pendukungnya kepada Sekretariat NDA GCF dalam bentuk elektronik melalui surat elektronik (email) ke alamat ndagcf-indonesia@kemenkeu.go.id dan/atau dalam bentuk cetak ke Sekretariat NDA GCF di Badan Kebijakan Fiskal, PKPPIM, Jl. Dr. Wahidin No. 1, Gd. RM Notohamiprodjo Lantai 5, Jakarta Pusat dan/atau mengunggahnya melalui situs web NDA GCF Indonesia.
2. Documents that need to be submitted by the Accredited Entity as administrative requirements are as follows:
   1. Surat permohonan NOL untuk PPF (lihat Template 5)
   2. Formulir one-page summary program/proyek GCF (lihat Template 6)
   3. PPF application and its attachments that conform to the most recent format published by the GCF Secretariat.
   4. Concept Note sesuai dengan format versi terkini yang diterbitkan oleh Sekretariat GCF.
   5. Surat pernyataan kesesuaian usulan program/proyek dengan ketentuan peraturan perundang-undangan yang berlaku di Indonesia (lihat Template 7).
3. Accredited Entity will receive an e-mail from the NDA GCF Secretariat regarding confirmation of administrative requirements completeness as referred to in the previous point by no later than 2 working days after the document is received by the NDA GCF Secretariat.
4. If the documents submitted are complete and meet all administrative requirements, the NDA GCF Secretariat will review the proposed program/project, if necessary by inviting relevant ministries/institutions.
5. The NDA GCFSecretariat will issue a NOL or NOL rejection letter on PPF submitted no later than 17 working days after the document has been declared administratively complete.
6. If the NOL issuance is approved, the NDA GCF Secretariat will submit the NOL to the GCF Secretariat while the Accredited Entity will receive a copy of the NOL.

Proposal Pendanaan/Funding Proposal (FP) disampaikan oleh Entitas Terakreditasi kepada NDA GCF untuk memperoleh NOL.

The procedure for FP submission to obtain NOL from NDA GCF is as follows:

1. Entitas Terakreditasi menyampaikan FP dan dokumen pendukungnya kepada Sekretariat NDA GCF dalam bentuk elektronik melalui surat elektronik (e-mail) ke alamat ndagcf-indonesia@kemenkeu.go.id dan/atau dalam bentuk cetak ke Sekretariat NDA GCF di Badan Kebijakan Fiskal, PKPPIM, Jl. Dr. Wahidin No. 1, Gd. RM Notohamiprodjo Lantai 5, Jakarta Pusat dan/atau mengunggahnya melalui situs web NDA GCF Indonesia.
2. Documents that need to be submitted by the Accredited Entity as administrative requirements are as follows:
   1. Surat permohonan NOL untuk FP (lihat Template 8)
   2. Formulir one-page summary program/proyek GCF (lihat Template 9)

   4. Surat pernyataan kesesuaian usulan proyek/program dengan ketentuan peraturan perundang-undangan yang berlaku di Indonesia (lihat Template 10)
3. Accredited Entity will receive an e-mail from the NDA GCF Secretariat regarding confirmation of administrative requirements completeness as referred to in the previous point by no later than 2 working days after the document is received by the NDA GCF Secretariat.
4. If the documents submitted are complete and meet all administrative requirements, the NDA GCF Secretariat will review the proposed program/project, if necessary by inviting relevant ministries/institutions.
5. The NDA GCF Secretariat will issue a NOL or NOL rejection letter on FP submitted no later than 22 working days after the document has been declared administratively complete.
6. If the NOL issuance is approved, the NDA GCF Secretariat will submit the NOL to the GCF Secretariat while the Accredited Entity will receive a copy of the NOL.
