National Designated Authority of the Green Climate Fund (NDA GCF) Regional Roadshow in Manokwari

The Fiscal Policy Agency (BKF) of the Ministry of Finance as the National Designated Authority for the Green Climate Fund (NDA GCF) in Indonesia held a workshop on 19-20 June 2019 in Manokwari, West Papua as part of a series of GCF roadshows to increase stakeholder awareness about funding opportunities from GCF. This workshop is supported by GGGI and Conservation International (CI).

West Papua was chosen as the implementation location because of its strong commitment to conservation and the environment. Commitment is demonstrated through the declaration as a Conservation Province through the Sustainable Development Province Special Regional Regulation (Perdasus) or Conservation Perdasus which was ratified by the West Papua DPRD in early 2019.

This workshop lasted for two days with a one-day seminar on the first day and a Focus Group Discussion (DKT) on the following day. The main objective of this workshop is to develop a pipeline of projects related to climate change mitigation and adaptation that have the potential to receive funding from the GCF. This event was attended by representatives from local government, NGOs, as well as academics from local universities.

Head of the Other Climate Change Funding Sub-Sector, Noor Syaifudin, together with the Regional Secretary for West Papua, Nataniel D. Mandacan, officially opened the workshop. Both emphasized the importance of optimizing climate financing opportunities. Mr Mandacan also added that there is a great need for international climate funding to be channeled to West Papua to support the province's efforts to implement the Conservation Province initiative. This need arises due to limited government budgets. As part of the first day of the seminar, representatives from the regional governments of West Papua and Maluku made presentations on provincial climate action plans and programs.

On the second day, DKT participants were involved in formulating a list of priority projects that had the potential to be proposed for GCF funding. In total there are 19 projects/programs proposed, of which 5 are Agriculture, Forestry and Land Use (AFOLU) projects/programs, 4 clean/renewable energy projects, and 10 climate change adaptation projects/programs. After the DKT was concluded, several action plans to follow up on the results of the workshop were proposed by the NDA GCF. The workshop was officially closed by Noor Syaifudin who emphasized that the NDA GCF would work together with CI and the West Papua Regional Research and Development Agency (Balitbangda) to provide follow-up results from the workshop.
