Climate Investor One (“CIO”) is a blended finance facility that provides funding for medium-size renewable energy projects in developing countries. It solves the problem of too little private capital flowing into emerging markets infrastructure by strategically positioning donor capital as a first loss de-risking element; therefore, it catalyzes commercial investments. All investments become renewable and clean energy sources; thus, GHG emissions are prevented.
CIO comprises of three separate, yet operationally-interlinked funds, each one is specific to a phase of a project’s lifecycle: the Development Fund (DF), the Construction Equity Fund (CEF), and the Refinancing Fund (RF). The DF contains donor capital and provides scarce project development phase capital in the form of concessional loans. The CEF provides all-equity capital to finance project construction and comprises three tranches: 20% junior equity (donor capital), 40% ordinary equity (commercial capital), and 40% senior equity (commercial capital).
In Indonesia, CIO is targeting hydro, solar, rooftop solar and mini-grids. CIO conducts all investments in accordance with Responsible Investment Principles.
