This publication provides an overview of Indonesia’s climate finance landscape, highlighting key sources of climate finance, financing flows, and commonly used climate finance instruments across priority sectors. It also outlines practical steps to support early-stage understanding of how climate finance can be accessed in Indonesia.

Developed within a defined scope, timeframe, and available resources, this publication presents an initial mapping intended to support policy dialogue and strategic discussion. The content is indicative and reflects conditions at the time of the study, serving as a foundation that can be further developed as Indonesia’s climate finance ecosystem continues to evolve.

Technology and Investment Needs for Energy, FOLU, Food, and Water Sectors in Indonesia

This publication summarizes Indonesia’s Technology and Investment Needs Assessment for specific sectors, conducted under the mandate of Indonesia’s National Designated Authority (NDA) to the Green Climate Fund (GCF), coordinated by the Directorate General of Financial Sector Stability and Development, Ministry of Finance, through the GCF Readiness Phase III Program, with support from the Global Green Growth Institute (GGGI) as the Delivery Partner.

This assessment aims to identify and prioritize climate-friendly technologies with strong potential to support Indonesia’s national climate targets, focusing on four selected sectors:

  • Energy
  • Forests and Other Land Use (FOLU)
  • Food
  • Water

This document outlines the identification and shortlisting of green technologies through secondary research and stakeholder consultations, finalize the selection criteria by using the Multi-Criteria Analysis (MCA), the development of technology factsheets, and the formulation of a Technology Action Plan (TAP) based on investment needs. The TAP highlights 16 priority technologies (four per sector) and proposes actions to address key policy, institutional, social, and financing barriers.

This publication serves as a concise reference for policymakers, development partners, investors, and other stakeholders seeking to understand how priority climate technologies are identified and how they can support climate action and investment planning in Indonesia.

Blended Finance Framework ForaPengembangan Kerangka Blended Finance Publikasi ini merangkum pengembangan Kerangka Forum Pembiayaan Campuran (Blended Finance Fora Framework), sebuah langkah strategis yang dikembangkan dalam kerangka kerja National Designated Authority (NDA) Indonesia untuk Green Climate Fund (GCF), di bawah koordinasi Direktorat Jenderal Stabilitas dan Pengembangan Sektor Keuangan, Kementerian Keuangan.

The framework aims to bridge the climate finance gap through a multi-stakeholder forum that fosters collaboration between the public and private sectors across priority sectors: energy, forests and land use (FOLU), water, and agriculture.

This document outlines the proposed stages in the development of a blended finance scheme, including the formation of the forum, piloting phase, and replication. It also introduces three blended finance archetypes designed to support:
• Renewable energy
• Sustainable landscapes
• Agricultural commodities

Each archetype describes financing approaches tailored to different levels of project maturity: early stage, development, and advanced. These approaches are intended to help stakeholders identify the most suitable structure to mobilize investment.

This material serves as a concise reference for policymakers, donors, and private sector actors interested in contributing to the acceleration of climate investment in Indonesia.
