Indonesia's NDA GCF 6th Annual Participatory Review Forum

The Fiscal Policy Agency, as the National Designated Authority (NDA) for the Green Climate Fund (GCF) in Indonesia, acts as the primary communication channel between Indonesia and the GCF, ensuring that proposed projects align with national needs and priorities. In fulfilling its role, the NDA GCF needs to strengthen coordination and synergy with relevant stakeholders.

Against this background, on June 25, 2024, the NDA GCF held its sixth Annual Participatory Review Forum, themed around the multi-stakeholder capacity gap assessment study, one of the NDA GCF’s studies since 2023. This forum serves as a communication and engagement platform for stakeholders, aiming to facilitate the exchange of information and ideas related to GCF activities in Indonesia. The event was attended by over 50 participants, both online and offline.

The event began with opening remarks and updates on recent GCF-related activities in Indonesia by representatives from the NDA GCF Secretariat and GGGI Indonesia, the implementing partner of the Readiness project. During the discussion session, many participants emphasized that experience sharing from lessons learned in previously approved GCF programs/projects could significantly enhance stakeholders' knowledge capacity. Through this experience sharing, it is hoped that stakeholders will gain the knowledge needed to draft concept notes or full proposals that meet GCF standards.

The second session continued with a discussion on the Multi-Stakeholder Capacity Gap Assessment study. Currently, GCF stakeholders in Indonesia face many challenges due to the high standards required to access GCF funding. The study revealed two main strategies to address these challenges: enhancing the capacity of proposers and improving supporting conditions.

The session started with an explanation by the facilitator about the study details, which served as the basis for the Gallery Walk. During the Gallery Walk, participants visited a “gallery” where tables displayed recommendations for capacity-building methods based on the study's initial findings. Participants were asked to rate each recommendation based on its relevance and implementation timeline.

Participants gave positive respond on the recommendations such as providing an online self-assessment tool that can offer strategic advice, including consortium strategies, partner selection, and organizational standards acquisition, to accelerate the stakeholder assessment process. Going forward, the study and discussion results will guide the NDA GCF Secretariat in improving stakeholder capacity for GCF funding, a key component to optimizing the benefits of GCF funding in Indonesia.
