Does my organization qualify to be a GCF Accredited Entity? What information do I need to include in my accreditation application? What about the information that I need to include in my concept note or proposal? What are the GCF’s considerations in reviewing my application?
To answer these questions, the GCF and the GCF NDA Indonesia have prepared various supporting information to assist organizations in each step of the accreditation process and application for funding to the GCF, starting from project preparation, proposals, implementation, to project reimbursement. Here are some information, forms and tutorial that can help in the process of accessing the GCF funds.
Accreditation Process
Organisations that have potential programs/projects to support the achievement of climate change adaptation and/or mitigation can work with existing Accredited Entities to submit applications. However, if you want to have the ability to submit applications more independently through Simplified Approval Process (SAP), your organisation can become an Accredited Entity (AE) through the accreditation process.

Self-Assessment Check
The GCF online questionnaire – a standard questionnaire to ensure organisations meet the basic requirements to become an Accredited Entity (AE).
Preparing an Application
GCF Online Accreditation System (OAS) - joining GCF's OAS is the first step an organization must take, once it has met the basic requirements outlined in GCF's online questionnaire.
Accreditation application form template - upon joining OAS GCF, applicants will receive this template sent through OAS GCF to fill out.
It is important to note that there are three prerequisites that applicants must fulfill for the fast-track accreditation process.
Not only that, there are eight strategic impact areas that provide large mitigation and adaptation benefits, and are in line with Indonesia's current national priorities.
Legal Arrangements
Accreditation Master Agreement (AMA) Template - when all of the above processes have been completed, the applicant will receive a template legal agreement that sets out the terms and conditions of use of GCF resources.
Concept Note Development
The first step to access GCF funds is to submit a concept note through an Accredited Entity to GCF's National Designated Authority (NDA), which for Indonesia is the Fiscal Policy Agency (BKF) of the Ministry of Finance. The concept note will be reviewed by BKF to ensure the document is in line with GCF standards and Indonesia's national priorities.
Then, the GCF NDA will issue a Recommendation Letter as a form of its approval of the concept note. This recommendation letter will contain follow-up recommendations in the form of improving the substance of the concept note, preparing a Project Preparation Facility (PPF), or preparing a Funding Proposal (FP).

In addition, non-accredited organizations can also submit concept notes through the annual Call for Project Concept Note (PCN).

Project Preparation Facility (PPF)
If the program/project contained in the concept note is deemed not to have a strong foundation or study to support it, BKF will recommend you to submit a PPF request. Once the PPF request is reviewed and approved, BKF will issue a No-Objection Letter (NOL) to GCF for the preparation of your project/program.
Submission of PPF requests only by Accredited Entities to BKF. Non/non-accredited organizations may contact existing Accredited Entities for cooperation.

Conversely, if the program/project contained in the concept note is considered to have a strong foundation or study as support, BKF will recommend the organization to prepare a Funding Proposal (FP).
In addition, organizations that have completed preparatory projects need to develop FPs for planning climate change adaptation and/or mitigation projects/programs.
Once the FP has been reviewed and approved, BKF will issue a No-Objection Letter (NOL) to GCF for your proposed climate change adaptation and/or mitigation project/program.
FP submission is only submitted by Accredited Entities to BKF. Non/non-accredited organizations may contact existing Accredited Entities for cooperation.

Simplified Approval Process (SAP)
SAP is an application process designed to help accelerate the application process of programs / projects on a smaller scale. The smaller scale programs/projects in question, are:
Projects that are ready to be scaled up, and have the potential to be transformed for adaptation and/or mitigation of climate change impact reduction.
Projects requiring GCF fund contributions of up to US$10 million
Projects that have minimal environmental and social risks and impacts
Only Accredited Entities, NDAs and focal points can apply for SAP.
To assist SAP submission, GCF has provided various supporting materials such as templates, e-learning courses, and guides. SAP submission is also done online to speed up the application process.

Organisations can now obtain information about key elements in SAP development through online class features provided by the GCF. This feature is available on an online learning platform called iLearn Green Climate Fund.
At present, an online class on preparing SAP Funding Proposal has been launched as the first iLearn GCF online class. However, the GCF will continue to develop more online classes on various topics to support organisations in accessing GCF funds.
