Jakarta, June 24, 2020 – As the National Designated Authority (NDA) for the Green Climate Fund (GCF), Fiscal Policy Agency (FPA) of the Ministry of Finance of the Republic of Indonesia is always trying to enhance access and utilization of climate change finance by various stakeholders, as mitigation and adaptation steps across the world including Indonesia. Therefor, the FPA working together with GGGI are doing an online panel discussion themed “Accessing the Green Climate Fund in Indonesia”.
“In this online panel discussion, FPA would like to disseminate information to the stakeholders in relation to Indonesia’s priorities under the updated GCF Country Programme Document, for both climate change mitigation and adaptation actions,” said the Director of Center for Climate Change and Multilateral Policy, Adi Budiarso, representing the Chairman of FPA, while opening the panel discussion.
On the occasion he also conveyed the importance of collaboration between stakeholders so climate change funding will be more accessible and utilized by those who want to implement a climate change program. “As the State Budget (APBN) will not be able to single-handedly support government programs related to climate change, it is also important for the stakeholders to understand the opportunities in collaborating to access climate finance,” he added.
On the occasion he also conveyed the importance of collaboration between stakeholders so climate change funding will be more accessible and utilized by those who want to implement a climate change program. “As the State Budget (APBN) will not be able to single-handedly support government programs related to climate change, it is also important for the stakeholders to understand the opportunities in collaborating to access climate finance,” he added.
Also explained in the discussion that in its effort to integrate various financial mechanism on environmental protection and management, including financing for climate change mitigation and adaptation actions in the country, the Government of Indonesia has launched Indonesia’s Environmental Fund Agency or Badan Pengelola Dana Lingkungan Hidup (BPDLH). Going forward, the Government hopes, BPDLH and SDG Indonesia One can be utilized optimally in channelling international climate change funding.
Aside from that, private sector involvement will be required to provide the much-needed business acumen and financial resources they possess into the climate efforts. Furthermore, the involvement of sub-national governments is also necessary to provide local knowledge of vulnerability and opportunities which are critical to achieve effective result on the ground.
Thus, going forward, it is necessary to tackle the challenges such as limited institutional capacity and limited access to financial resources faced by these entities to contribute effectively in the climate agenda. It is hoped that stakeholders will also proactively use the CPD as well as the NDA GCF website as the main source of information and guidelines to plan and implement their projects.
In this occasion, the FPA also took the opportunity to publish the newly updated Country Programme Document (CPD) for the GCF and inform stakeholders on the government’s national priorities. The CPD is expected to assist all stakeholders in harmonizing their projects’ engagement and comply with the national priorities. These national priorities are derived from Indonesia’s Nationally Determined Contributions (NDC) and National Medium-Term Development Plan (RPJMN). The CPD is a living document that serve as guidelines for national and international accredited entities to prepare their climate project proposals. NDA Secretariat provides the updated CPD as well as information and requirements to access GCF funding through NDA GCF’s website that was launched parallel with today’s webinar.
