How to access GCF funds when you are not yet accredited

Your organisation is not yet accredited but would like to access the Green Climate Fund (GCF) funds? To bridge the project proponent with an accredited institution, the Fiscal Policy Agency (FPA or Badan Kebijakan Fiskal) as the GCF's National Designated Authority (NDA) has prepared several programs to help you, one of which is through Call for Project Concept Note (Call for PCN) program. Learning from the 2019 Call for PCN implementation, there are several things you should note in developing a concept note.

A Call for PCN was organised to provide an opportunity for organisations that have not or are not accredited by the GCF to participate in submitting concept notes and gain access to GCF funds. Through the Call for PCN, the FPA not only provides technical assistance to organisations in developing concept notes that are in accordance with the GCF standard, but also provides matchmaking facilitation for project initiators and Accredited Entities (AE). This ‘matchmaking’ process is a crucial step as organisations that are not accredited can only access GCF funds together with entities that have been accredited by the GCF.

During 2019, the FPA has successfully held Call for PCN twice.

These are the steps of the Call for PCN program.

 

The Call for PCN, which was held in 2019 through two waves, managed to collect 165 concept notes from various organizations: 58 from NGOs, 46 from the private sector, and the rest from research institutes, associations, international organisations, regional and central government. concept note dari berbagai organisasi: 58 dari kalangan LSM, 46 dari sektor swasta, dan selebihnya dari  institusi riset, asosiasi, organisasi internasional, pemerintah daerah serta pusat.

Of the 165 concept notes, only 47 were selected through the administrative selection stage and the independent expert evaluation panel. The concept note proposing organisation will get facilitation for training to develop concept notes that are in accordance with the GCF standards and matchmaking with existing Accredited Entities (AEs).

But why is the concept note that passed the selection only 30% of the concept notes collected? Here are some of the problems we found in many concept notes that did not pass the selection. These points must be considered so that your concept note does not repeat similar mistakes.

Concept note lacks a Climate Rationale that makes it relevant to climate change impact mitigation programs. Organizations need to elaborate the impact of the program on achieving Indonesia’s commitment to deal with climate change. Prioritized programs in Indonesia for the GCF can be found in the Country Programme Document for Indonesia. The Program Plan does not cover matters that constitute the GCF funding criteria, such as: Projects that are innovative and can be replicated elsewhere. Funding from other sources was not obtained, therefore GCF funding is needed. In line with the actions in the Nationally Determined Contributions (NDC) and national development documents. Effective and efficient which can be demonstrated by the cost of reducing CO2 per ton, the ratio of matching fund, and the explanation that the project implements best practices. Concept note is only in the form of studies/research/mapping or capacity building programs or combinations thereof. The proposed activities must have a concrete implementation plan and an action plan with the target beneficiaries at the project site or how much the emission reduction is for the mitigation project. If not, the proposal will not be processed further. The Financial Structure is less reasonable and detailed, the continuity of the project after funding from the GCF ends is unclear, considering a combination of grants and loans, and future financial strategies. Those are some points of consideration in developing the concept notes to fit the requirements of the GCF and the FPA. Call for PCN is an initiative from the FPA for Indonesia that provides the opportunity that does not available in other countries for organisations that want to get funding from the GCF.
