This publication summarizes the development of the Blended Finance Fora Framework, a strategic initiative formulated within the mandate of Indonesia’s National Designated Authority (NDA) to the Green Climate Fund (GCF), under the coordination of the Directorate General of Financial Sector Stability and Development, Ministry of Finance.
The framework aims to bridge the climate finance gap through a multi-stakeholder forum that fosters collaboration between the public and private sectors across priority sectors: energy, forests and land use (FOLU), water, and agriculture.
This document outlines the proposed stages in the development of a blended finance scheme, including the formation of the forum, piloting phase, and replication. It also introduces three blended finance archetypes designed to support:
• Renewable energy
• Sustainable landscapes
• Agricultural commodities
Each archetype describes financing approaches tailored to different levels of project maturity: early stage, development, and advanced. These approaches are intended to help stakeholders identify the most suitable structure to mobilize investment.
This material serves as a concise reference for policymakers, donors, and private sector actors interested in contributing to the acceleration of climate investment in Indonesia.
