Jakarta, 10 September 2020 – The Fiscal Policy Agency as the National Designated Authority (NDA) for the GCF, held a joint coordination forum with ministries/institutions and accredited entities to discuss the implementation of change strategies national climate for the GCF as set out in the Country Program Document (CPD)—a document that outlines national priorities for climate change action that can be funded by the GCF. The event, which was held on 9 and 10 September 2020, involved representatives from 10 ministries/institutions, as well as 15 national and international accredited institutions which are the main stakeholders of GCF in Indonesia.
During the meeting, the participants were informed on essential matters, such as stakeholders’ involvement in implementing CPD, the results of the first Call for Project Concept Note (PCN), and the NDA’s working plan for 2020-2021. The NDA highlighted several activities which will require the active collaboration of line ministries and AEs, such as conducting the next Call for PCN, planning a coordination forum for climate finance focal point in Indonesia, as well as developing the Climate Change Fiscal Framework.
There were some interesting findings from the meeting, which act as an evaluation for the CPD and the first Call for PCN. According to some representatives from line ministries, the NDA could strengthen the climate adaptation aspect in the CPD by considering the climate hotspot map developed by the Ministry of Environment and Forestry (MoEF). Furthermore, line ministries foresaw a possible of involvement in the next Call for PCN, which is performing a background check for entities participating in the call. AEs were providing several suggestions for the Call as well, particularly on sector priority which could be linked with at least one of the AEs’ project priority, which will eventually ease the matchmaking process between AEs and project proponents.
On the same event, the Financial Service Authority (FSA) also expressed the interest from several national banks to be accredited by the GCF. However, issues regarding the limited information and timeline required to undergo the accreditation process seem to cease the execution. Responding to the concern, the NDA stated its readiness to facilitate each accreditation process. Aside from that, the GCF is currently prioritising accreditation for national entity. With that in mind and considering the national banks standard have met the international requirement, they have a major chance to gain the AE status from the GCF.
Based on the meeting results, the NDA intends to update the information regarding vulnerable areas on the next version of the CPD, and enhance the coordination with line ministries in appraising entities during the next Call for PCN. This meeting has been able to ensure NDA implementing its work plan in a participative manner; thus, such coordination meeting will be held regularly.
