Indonesia Shared Experiences with Asia Pacific Countries in the GCF Regional Programming Dialogue

Indonesia attended the Green Climate Fund (GCF) Regional Programming DIalogue alongside various delegations of Asia Pacific countries on August 7-11, 2023 in Songdo, Republic of Korea. This event aimed to provide platform for stakeholders and GCF partners to discuss best practices and climate action initiatives to strengthen GCF roles in the region.

The meeting was attended by more than 120 participants from 24 countries and several GCF partners, such as Accredited Entities and Executing Entities. During the meeting, topics discussed were related to the GCF Updated Strategic Plan and GCF-2 Replenishment, as well as experience-based learning and best practices from numerous countries. Other than that, there was a session focused on efforts to advance projects, such as a marketplace for project ideas, sessions with GCF sectoral specialists, and deep dive clinics on existing funding modalities.

The event was opened by a discussion related to GCF's strategy in Second Replenishment (GCF-2) with the High-Level Pledging Conference for GCF-2 planned to be held in October 2023 in Germany. GCF-2 would be a medium for donor countries to provide their contribution. GCF also explained their strategies for the upcoming 2024-2027, where support would be focused on national Accredited Entities. Furthermore, GCF would increase its efforts to ensure a balanced mitigation and adaptation funding portfolio, address urgent climate resilience needs in vulnerable countries, and catalyze the private sector's share of green finance to a minimum of 35%

Bilateral discussions between Indonesia and the GCF Secretariat, as well as with other international partners, were also conducted. With the GCF Secretariat, the NDA disclosed the need to strengthen the NDA's roles in monitoring and evaluating GCF-funded projects. GCF was also expected to increase transparency of information regarding funding schemes with accredited entities, to increase transparency and accountability of the projects. NDA also held bilateral meetings with other international partners to discuss the progress of proposed projects.

During the Deep Dive Clinic session related to proposal development, PT. Sarana Multi Infrastruktur (PT SMI) and Kemitraan, national Accredited Entities, received considerable attention from GCF regarding their concept note development. GCF reacted positively to PT SMI's programme idea of a funding facility to boost energy transition. This programme was one of strategic programmes and aligned with Indonesia's priority to achieve Net Zero Emission through Energy Transition Mechanism (ETM). Kemitraan, as a national Accredited Entity for micro-scale projects, would also access GCF funding through the adaptation funding facility program concept, targeting micro-scale adaptation projects and vulnerable communities in Central and Eastern Indonesia as the primary beneficiaries.

Green Climate Fund (GCF) Regional Programming Dialogue was an interesting medium to learn from other countries with similar social and geographical conditions to Indonesia. Furthermore, this meeting also strengthened the relationship with the GCF Secretariat, which is expected to be beneficial in enhancing Indonesia's access to GCF funding.
