No Objection Letter Procedure

Concept Note (CN) can be submitted by an Accredited Entity. The CN is submitted by an Accredited Entity to the GCF NDA to obtain recommendations. If the applicant is not an Accredited Entity, CN submission can be made through an Accredited Entity to the NDA GCF. In addition, the CN can also be submitted through the Call For Project Concept Note (PCN) scheme described in the Call For Project Concept Note.

The procedure for CN submission by an Accredited Entity is as follows:

1. Accredited Entity submits the softcopy of CN and its supporting document to NDA GCF Secretariat by e-mail to ndagcf-indonesia@kemenkeu.go.id and/or hardcopy version to NDA GCF Secretariat at Fiscal Policy Agency, PKPPIM, Jl. Dr. Wahidin No. 1, Gd. RM Notohamiprodjo 5th Floor, Jakarta Pusat, and/or upload it through the NDA GCF Indonesia website.
2. Documents that need to be submitted by the Accredited Entity as administrative requirements are as follows:
   1. Form of brief summary of GCF programme/project (Refer to Template 1)
   2. Concept Note that conforms to the most recent format published by the GCF Secretariat.
3. Accredited Entity will receive an e-mail from the NDA GCF Secretariat regarding confirmation of administrative requirements completeness as referred to in the previous point by no later than 2 working days after the document is received by the NDA GCF Secretariat.
4. If the documents submitted are complete and meet all administrative requirements, the NDA GCF Secretariat will review the proposed program/project, if necessary by inviting relevant ministries/institutions.
5. The NDA GCF Secretariat will submit a Recommendation Letter containing the results of the review accompanied by input and/or proposed improvements to the Accredited Entity no later than 17 working days after the CN has been declared administratively complete.

Flowchart of the Recommendation Letter issuance process is as follows:

• The NDA GCF Secretariat will issue a Recommendation Letter to the Accredited Entity that has completed the CN according to GCF standards.
• The Recommendation Letter from the NDA GCF Secretariat provides recommendations for follow-up from the NDA GCF to the Applicant. The recommended follow-up can be in the form of PPF preparation, FP formulation, or improvement of CN substance. The procedure for PPF submission can be seen in the Project Preparation Facility, while the procedure for FP submission can be seen in the Proposal.

NDA GCF announces Call For Project Concept Note (PCN) to the public through mass media, the Fiscal Policy Agency and Ministry of Finance's website, and other social media at least once a year. Through this procedure, in addition to Accredited Entities, non-accredited entities, such as private sectors, Ministries/Institutions, or other stakeholders ("Applicant" can also propose CN to NDA GCF to obtain a Recommendation Letter.

The purposes of Call for PCN are:

• To expand and optimize GCF funding opportunities in Indonesia.
• To provide technical assistance to improve the quality of the basic concepts of the project which could potentially be funded by the GCF.
• To facilitate project Applicants who have not been accredited to be able to partner with an Accredited Entity so that they can send CN projects to the GCF.

The procedure for proposing a CN via Call for PCN is as follows:

1. Accredited Entity submits the softcopy of CN and its supporting document to NDA GCF Secretariat by e-mail to ndagcf-indonesia@kemenkeu.go.id and/or hardcopy version to NDA GCF Secretariat at Fiscal Policy Agency, PKPPIM, Jl. Dr. Wahidin No. 1, Gd. RM Notohamiprodjo 5th Floor, Jakarta Pusat.
2. Documents that need to be submitted by the Applicant as an administrative requirement are as follows:
   1. Cover letter for submission of CN (Refer to Template 2)
   2. Applicant organization profile (Refer to Template 3)
   3. Concept Note that conforms to the most recent format published by the GCF Secretariat. Template 4).
3. For all received CNs, the NDA GCF Secretariat will appoint an independent expert team to conduct a selection process consisting of two stages. The first stage is selection based on the applicant's organizational criteria, the suitability of the proposed project with the Indonesia Country Programme for the GCF, and 6 (six) investment criteria from the GCF. The second stage is the selection of CN according to the format set by the NDA GCF Secretariat.
4. The first stage selection takes no later than 15 days from CN acceptance by the NDA GCF Secretariat, while the second stage selection takes no later than 15 days after the first phase is completed or 30 days after the CN is received by the NDA GCF Secretariat.
5. The NDA GCF Secretariat will announce the selection results to the applicant, both for the CN who passed and the CN that did not pass the first and second stages of the selection.
6. CN who passed the selection will get technical assistance from the NDA GCF Secretariat.
7. If the applicant who passed has not got an Accredited Entity partner, the NDA GCF Secretariat will assist the Applicant to get an Accredited Entity partner.
8. The next stage is the writing of a complete CN in accordance with GCF standards by following the CN delivery procedure as described above.

Project Preparation Facility can only be submitted by an Accredited Entity to the NDA GCF to obtain aNo-Objection Letter (NOL).

The procedure for a PPF submission is as follows:

1. Accredited Entity submits a PDF of their PPF proposal and its supporting documents to NDA GCF Secretariat by email to ndagcf-indonesia@kemenkeu.go.id and/or hardcopy version to NDA GCF Secretariat at Fiscal Policy Agency, PKPPIM, Jl. Dr. Wahidin No. 1, Gd. RM Notohamiprodjo 5th Floor, Jakarta Pusat, and/or upload it through the NDA GCF Indonesia website.
2. Documents that need to be submitted by the Accredited Entity as administrative requirements are as follows:
   1. NOL request letter for PPF (Refer to Template 5)
   2. Form of one-page summary of GCF programme/project (Refer to Template 6)
   3. PPF application and its attachments that conform to the most recent format published by the GCF Secretariat.
   4. Concept Note that conforms to the most recent format published by the GCF Secretariat.
   5. Letter of statement of conformity of the proposed program/project with the provisions of the laws and regulations in force in Indonesia (Refer to Template 7).
3. Accredited Entity will receive an e-mail from the NDA GCF Secretariat regarding confirmation of administrative requirements completeness as referred to in the previous point by no later than 2 working days after the document is received by the NDA GCF Secretariat.
4. If the documents submitted are complete and meet all administrative requirements, the NDA GCF Secretariat will review the proposed program/project, if necessary by inviting relevant ministries/institutions.
5. The NDA GCF Secretariat will issue a NOL or NOL rejection letter on PPF submitted no later than 17 working days after the document has been declared administratively complete.
6. If the NOL issuance is approved, the NDA GCF Secretariat will submit the NOL to the GCF Secretariat while the Accredited Entity will receive a copy of the NOL.

FundingProposal is submitted by an Accredited Entity to NDA GCF to obtain NOL.

The procedure for FP submission to obtain NOL from NDA GCF is as follows:

1. Accredited Entity submits the softcopy of FP and its supporting document to NDA GCF Secretariat by e-mail to ndagcf-indonesia@kemenkeu.go.id and/or hardcopy version to NDA GCF Secretariat at Fiscal Policy Agency, PKPPIM, Jl. Dr. Wahidin No. 1, Gd. RM Notohamiprodjo 5th Floor, Jakarta Pusat, and/or upload it through the NDA GCF Indonesia website.
2. Documents that need to be submitted by the Accredited Entity as administrative requirements are as follows:
   1. NOL request letter for FP (Refer to Template 8)
   2. Form of one-page summary of GCF programme/project (Refer to Template 9)
   3. FP application and its attachments that conform to the most recent format published by the GCF Secretariat.
   4. Letter of statement of conformity of the proposed program/project with the provisions of the laws and regulations in force in Indonesia (Refer to Template 10)
3. Accredited Entity will receive an e-mail from the NDA GCF Secretariat regarding confirmation of administrative requirements completeness as referred to in the previous point by no later than 2 working days after the document is received by the NDA GCF Secretariat.
4. If the documents submitted are complete and meet all administrative requirements, the NDA GCF Secretariat will review the proposed program/project, if necessary by inviting relevant ministries/institutions.
5. The NDA GCF Secretariat will issue a NOL or NOL rejection letter on FP submitted no later than 22 working days after the document has been declared administratively complete.
6. If the NOL issuance is approved, the NDA GCF Secretariat will submit the NOL to the GCF Secretariat while the Accredited Entity will receive a copy of the NOL.
