Funding from GCF can be channelled for project preparation and project financing. To submit a project preparation proposal or a project financing proposal, the NDA GCF will first study the Concept Note of the proposed program/project.
This page explains the procedure for submitting Concept Note to obtain input from the NDA GCF, the procedure for submitting Project Preparation Facility (PPF), and procedures for submitting project Funding Proposals (FP) to GCF.
Concept Note (CN) can be submitted by an Accredited Entity. The CN is submitted by an Accredited Entity to the GCF NDA to obtain recommendations. If the applicant is not an Accredited Entity, CN submission can be made through an Accredited Entity to the NDA GCF. In addition, the CN can also be submitted through the Call For Project Concept Note (PCN) scheme described in the Call For Project Concept Note.

NDA GCF announces Call For Project Concept Note (PCN) to the public through mass media, the Fiscal Policy Agency and Ministry of Finance's website, and other social media at least once a year. Through this procedure, in addition to Accredited Entities, non-accredited entities, such as private sectors, Ministries/Institutions, or other stakeholders ("Applicant" can also propose CN to NDA GCF to obtain a Recommendation Letter.
