Factsheet on GCF Environment and Social Safeguards: Lessons Learned from Indonesia’s Accredited Entities Forum

Countries may need funds to accommodate climate change mitigation and adaptation actions. In doing so, a country could access the Green Climate Fund (GCF) which requires an established Accredited Entity (AE). The availability of national AEs or Direct Access Entities (DAE)s become essential in strengthening the country ownership in accessing the GCF funding. However, an entity needs to meet the GCF standards that emphasize on Environment and Social Safeguards (ESS) to become a DAE, which is often challenging for national entities. To address this issue, the Fiscal Policy Agency as the GCF National Designated Authority (NDA) for Indonesia, supported by the Global Green Growth Institute (GGGI) held various sharing forums between the national and international AEs, one of them on complying with the GCF ESS, which was held on April 20th, 2021.

This forum was attended by GCF Environmental and Social Specialist, Jose Frazier Gomez, and representatives of international AEs who are operating in Indonesia and has an extensive project pipeline. They are International Union for Conservation of Nature (IUCN) represented by Anshuman Saikia, and United Nations Development Programme (UNDP) represented by Christian Usfinit. They shared experiences in developing a project risk identification mechanism, grievance mechanism as well as engagements with communities and indigenous people during project developments.

The discussion became an insightful platform for international AEs and DAEs to discuss and learn from each other’s experiences. The various lessons learned obtained can also increase the DAE’s and future DAEs’ capacity to implement the GCF standards and facilitate access to other sources of international funding.
