Accredited Entity (AE) is an extension of the Green Climate Fund (GCF) in its climate change fund disbursement mechanism for developing countries, including Indonesia, in order to tackle climate issues. Only an Accredited Entity is able to submit funding proposals and manage the disbursement of GCF fund. Therefore, Fiscal Policy Agency (FPA) initiative through Call for Project Concept Note need interest from Accredited Entities to develop project idea along with the project proponents. Due to this matter, the FPA held a series of presentation from project proponents to AEs in order to get buy in (Matchmaking Clinic). This matchmaking clinic was held form July 26th to August 3rd, 2021 supported by Global Green Growth Institute (GGGI).
The Initiation of Call for Project Concept Note came from the need of a demand-based project concept ideas which specifically align with Indonesia’s interest. Previously, the ideas of project were carried solely and uncoordinated, so the project size tend to be smaller, and the quality of project proposal’s designs are weak due to the absence of multiparty partnership.
Through this matchmaking process, AEs can scan through various selected projects with a higher probability of GCF funding. They can also integrate those project ideas into their current project, under the GCF, or from other funding sources. The coordinated collaboration can generate higher impact for Indonesia.
In this matchmaking process, there are 8 AEs who expressed their interest in 50% of the total projects. Following up, with the support of the NDA, the AE will collaborate with the project proponent in developing a concept note which comply to the GCF standard. The concept note will then be submitted to the GCF by the AE, with the project proponent as Implementing Entity. It is important to recognize that even though concept note is an early stage to a long proposal submission stage, its approval from correlated stakeholders is significant in order to enhance country ownership and assess the GCF interest for the project.
The Call for Project Concept Note process also provides technical assistance in the form of capacity building through concept note writing workshop, webinars on specific aspects in the concept note, and preliminary review from a team of experts. Project proponents who have not received interest from any AEs, can still access the assistance to improve the concept note design quality so they can explore other climate funding opportunities.
