One of the roles of the Fiscal Policy Agency as the main liaison between Indonesia and the Green Climate Fund (GCF), or known as the National Designated Authority (NDA), is to provide broad strategic oversight of GCF activities in Indonesia. One way to synchronize existing GCF projects in Indonesia is to hold regular Accredited Entity Coordination meetings. On September 20, 2023, the NDA, supported by the Global Green Growth Institute as the implementing partner of the Readiness program, held the second Accredited Entity Coordination meeting in 2023, inviting international and national Accredited Entities, as well as national entities undergoing the accreditation process.
The meeting began with an opening by Mr. Eko Nur Prihandoko, as a representative of the NDA Secretariat, which included a presentation on the latest NDA activities, requests for project status updates for Accredited Entities, and several key messages related to the project pipeline harmonization plan. After that, the session continued with project status updates submitted by each Accredited Entity. From this exchange of information, NDA was able to update the documentation of the Indonesian project pipeline and identify potential collaborations that could be carried out between Accredited Entities.
From the meeting, the NDA also conveyed several key messages related to the development of the project pipeline. The first was the need for increased collaboration between International Accredited Entities and National Accredited Entities, including national entities that are undergoing the accreditation process. This is intended to increase the exposure of national entities in the GCF mechanism, so that the capacity of national entities in accessing funding from the GCF will also increase.
The second was the alignment between projects in the same sector or location. This is a lesson learned from the GCF Regional Dialogue with Asia & the Pacific event, where the GCF expects the projects proposed by Indonesia to have a programmatic approach, so that they can produce broader and more sustainable impacts.
The last was the need for more intensive and extensive socialization for multi-country funding facilities that have been approved by the GCF. Funding facilities are GCF projects that have beneficiaries in more than one country. Various stakeholders in Indonesia can access the funds, as long as they are in accordance with the approved funding framework. NDA always promotes the program in daily business processes, but more active socialization is needed from the Accredited Entities directly so that the funds can be utilized properly by Indonesia.
The result of this meeting will contribute to Indonesia's project pipeline in the Country Programme Document, which will be updated in the fourth quarter of 2023. Moving forward, NDA will continue to encourage collaboration between stakeholders and encourage the dissemination of transparent and accountable information to the public through various NDA communication channels.
