Post-COP 28 Talkshow: Green Collaboration for Climate Change Financing

The 28th Conference of Parties (COP), organized by the United Nations Framework on Climate Change Conference (UNFCCC), took place in Dubai, UAE, from November 30 to December 13, 2023. The meeting was attended by 85,000 participants, including heads of state and government, representatives of national delegations, civil society organizations, the private sector, indigenous and youth representatives, philanthropy, and international organizations. In summary, COP-28 achieved several significant milestones, such as strengthening commitments to energy transition, funding for Loss & Damage, enhancing countries' resilience to climate change impacts, and providing a platform for collaboration among governments, businesses, and civil society to demonstrate real-world climate solutions.

Given the importance of COP28's achievements in climate change control, there is a pressing need to significantly enhance these efforts. The Fiscal Policy Agency, as the National Designated Authority (NDA) for the Green Climate Fund (GCF) in Indonesia, organized a Post-COP 28 Talkshow with the theme "Green Collaboration for Climate Change Financing" as a platform for disseminating information to national stakeholders on December 19, 2023, at Hotel Aryaduta, Jakarta. The event was attended by various stakeholders, including government agencies, financial institutions, development partners, and universities.

In his opening remarks, Mr. Noor Syaifudin, Policy Analyst Specialist from the Fiscal Policy Agency representing NDA GCF Indonesia, emphasized the importance of active participation and collaboration to achieve Indonesia's climate targets. Information dissemination and discussions are crucial to fostering collaboration and coordination among stakeholders. Therefore, this talkshow focused on the need to improve information dissemination, encourage discussions, coordination, and collaboration, ultimately aiming to enhance the effectiveness of climate financing for national priority sectors.

The presentation of information on COP-28 outcomes by Mr. Ayudya Rachman, Junior Analyst from the Climate Finance and Multilateral Policy Center, Fiscal Policy Agency, initiated the talkshow session. The information covered several important decisions, including the synergy of GCF with other funding channels, private sector involvement in climate projects, encouragement of results-based payments activities, loss and damage-related activities, and the implementation of the Simplified Approval Process (SAP) by GCF results-based payments, aktivitas terkait loss and damage, dan implementasi Simplified Approval Process (SAP) oleh GCF.

Mr. Noor Syaifudin, representing the Fiscal Policy Agency, stated that in addition to participating in several COP 28 decisions, Indonesia also exemplified good progress in development, where economic growth did not neglect Indonesia's efforts to maintain per capita emissions levels by collaborating with all stakeholders through climate programs and projects.

The Indonesian Environment Fund (IEF), as one of the key actors in climate change action in Indonesia, played an active role in integrating Indonesia's actions, strategies, and innovations against climate change, as mentioned by Mr. Joko Tri Haryanto, Executive Director of IEF, who participated in the panel session. IEF also showcased an achievement through collaboration with the United Nations Development Programme (UNDP) to launch the Catalytic Funding program and the Incentivizing Mitigation Outcomes program as Indonesia's commitment to combating climate change, achieving sustainable development goals, enhancing positive impacts on startup businesses under the Indonesia Impact Fund (IIF), and supporting carbon pricing systems in Indonesia. Catalytic Funding dan program Incentivizing Mitigation Outcomes sebagai bentuk komitmen Indonesia untuk melawan perubahan iklim, mencapai target pembangunan berkelanjutan, meningkatkan dampak positif bisnis startup di bawah Indonesia Impact Fund (IIF), dan mendukung sistem harga karbon di Indonesia.

Furthermore, Mr. Josua Partogi, Environment and Social Safeguard Team Leader at PT SMI, added that as a national climate fund and project manager, PT SMI sees opportunities for ease of access to international funds. These opportunities will be assessed to support infrastructure projects that contribute to achieving the Sustainable Development Goals (SDGs) and Indonesia's National Determined Contributions (NDC).

Appreciation was expressed by Mr. Eko Nur Prihandoko, a representative from NDA GCF Indonesia, for the active participation of the participants in the closing discussion and information dissemination on COP 28. The hope is that this discussion can enhance the effectiveness and efficiency of climate change financing aligned with national programs and priorities.
