Call for Project Concept Notes on Potential Climate Change Programs/Projects in Indonesia 2020-2021

The Fiscal Policy Agency (FPA), Ministry of Finance as the National Designated Authority (NDA) of Green Climate Fund (GCF) in Indonesia, supported by Global Green Growth Institute, invites all stakeholders in Indonesia to submit Project Concept Note (PCN) to be funded by the GCF. Interested agencies/entities/organisations may submit their PCN regarding climate change mitigation and adaptation projects or programs in Indonesia.

GCF is a financing mechanism of United Nations Framework on Climate Change (UNFCCC), specifically established to provide support in financing climate change projects. For more information on the GCF projects/programs currently active in Indonesia please click here.

The following terms regarding applicants and their proposed PCN should be considered as essential if any agency/entity/organisation is interested to participate in this call:

  1. Type of entities able to apply: multinational or national corporations; national and international banks/financial institutions; national and international NGOs, foundations, and multilateral institutions; or trade or professional associations, legally operating in Indonesia;
  2. Interested applicants must have a proven track record of at least 3 years in developing, managing/implementing, and monitoring of climate change project in at least one of the following sectors: Energy; Low-emission transportation; Waste; Industrial processes and product use; Agriculture; Forest and land-use; Economic Resilience; Social and livelihood resilience; Ecosystem and landscape resilience;
  3. The projects proposed by all eligible organizations must meet Indonesia’s Thematic Priority for Climate Mitigation and Adaptation as outlined in Annex 1 and must be part of the sector priority portfolios of the existing Accredited Entities (AEs) operating in Indonesia as outlined in Annex 2;
  4. The projects should aim on more broader objectives, not only targeting activities on i) study/research/mapping; ii) capacity building program; or iii) combined activities of (i) and (ii). Activities must be targeted with different levels of approach to address identified problems and barriers;
  5. The projects are encouraged to provide co-financing to complement the GCF Funding. Thus, the GCF Funding should not be the only source of funding for the project. Co-financing can be in the form of cost-contribution, in-kind contribution, and/or equity;
  6. Total biaya proyek diajukan setidaknya bernilai di atas 1 juta USD

Timetable

  • Submission deadline 15th of February 2021
  • FPA will announce selected PCNs 30 business days upon submission deadline.
